Committees of the Assembly

The day-to-day work of the Assembly is carried out by five Committees:

  • The Steering Committee
  • Committee on Security, Justice and Global Issues (Committee A)
  • Committee on Climate, Energy, Science and Technology (Committee B)
  • Committee on Growth, Trade and Investment (Committee C)
  • Committee on Peoples and Cultures (Committee D)

Committees make their reports to plenary sessions, where they are debated: the Assembly will typically adopt a resolution based on the recommendations of the report.

Reports considered by the Assembly are sent to both sovereign Governments and to the executives of the devolved and Crown Dependency administrations. Where appropriate, these then make formal replies to the recommendations. These replies are also published and may be considered by the Assembly in plenary session.

In July 2025 the Steering Committee restructured the remits of Assembly Committees to facilitate better scrutiny of the policy areas under development between the UK and Ireland. The work of each subject committee is broadly structured around the agenda for policy development agreed between the governments of the United Kingdom and of Ireland at the UK-Ireland Summit held in Liverpool in March 2025.

Prior to July 2015 the four Assembly subject committees were constituted as follows:

  • Committee A (Sovereign Matters)
  • Committee B (European Affairs)
  • Committee C (Economic)
  • Committee D (Environment and Social)

Committee on Security, Justice and Global Issues (Committee A)

The Committee on Security, Justice and Global Issues considers security and justice issues and global issues affecting BIPA jurisdictions.

Committee on Climate, Energy, Science and Technology (Committee B)

The Committee on Climate, Energy, Science and Technology considers the development of policies on climate, energy, science and technology across the Assembly’s jurisdictions.

Committee on Growth, Trade and Investment (Committee C)

The Committee on Growth, Trade and Investment considers matters relating to growth, trade and investment across the BIPA jurisdictions.

Committee on Peoples and Cultures (Committee D)

The Committee on Peoples and Cultures considers issues relating to the peoples and the cultures of BIPA’s jurisdictions.

Steering Committee

The Steering Committee operates as the Assembly’s bureau, determining the agenda of plenary sessions, co-ordinating the work of committees and maintaining contact with the governments of the participant jurisdictions.
