Artificial intelligence

This inquiry is being undertaken by the Committee on Growth, Trade and Investment (Committee C).

It was opened in November 2025.

The Committee on Growth, Trade and Investment is inquiring into the topic of artificial intelligence (AI), with a focus on AI governance, and the disparities in its use between SMEs and larger corporations.

Terms of reference

The Committee will be following the lines of inquiry set out below:

  • To consider the gap between small and medium enterprises and larger firms in the deployment of AI.
  • To explore the implications of this in terms of advantage of scale.
  • To consider whether SMEs need support in competing with larger firms or whether AI has the same level of applicability for SMEs.
  • To consider the legislative frameworks developing in Europe and the UK and to identify areas of commonality and difference.
  • To consider the governance of AI in the UK and Ireland, again identifying common and differing areas.
  • To identify gaps in legislation and governance that relate to the deployment of AI, in the business sector and across broader society.
  • To consider impacts on the labour market across both jurisdictions with specific regard to quality of employment.
  • To consider the stability of AI related trade and investment and potential impacts on the wider economy.
